‘News items are accommodated on basis of importance’

ITANAGAR, Aug 28: Taking strong exceptions to complaints by various associations and unions demanding that there press releases should be accommodated in front page, the press fraternity today said that space could be demanded only for advertisements and the news items are accommodated on the basis of its importance.

The press fraternity appealed to the civil society to understand the role and function of the Press and allow it to function as it ought to. Such coercion and demand is against the ethics of the media.

“Help us to work without any undue pressure as every page of any newspapers is read properly as proved by the fact that smallest mistake in any page is pointed out the next morning without any delay.”

 

Truck laden with illegal timber seized, driver arrested

ITANAGAR, Aug 28: A truck laden with illegal timber was seized by Namsai forest personnel during a routine patrolling in the wee hours of August 27 at Namsai area.

The forest personnel led by Rini Riba, DFO also arrested the driver and helper of the timber laden vehicle.  Interrogation of the arrested driver and helper was on to trace the source of the illegal timber and the actual culprit behind the illegal trade. The illegally procured timber was being transported to Assam.

It is pertaining to mention here that the forest personnel of Namsai division had seized a mini truck laden with illegal timber on August 7. The DFO, while taking serious note of such illegal procurement and transportation of sawn timbers has ordered all the staff stationed at various forest gates under his division to be vigilant to stop illegal transportation of timber, informed, Rini Riba, Divisional Forest Officer, Namsai Forest Division.

 

Lok Adalat at Seppa

SEPPA, Aug 28: Twenty-two cases, including a MACT, out of the 60 placed before the court, have been disposed off in a Lok Adalat held in the district court premise here yesterday.

While speaking in the Lok Adalat session, Dochora Lama, Member Secretary, DLSA, explained the participants the importance and purpose of the Lok Adalat and how compoundable and civil cases can be resolved immediately through it.

Tarin Dakpe, DC cum Chairman, District Legal Service Authority expressed his satisfaction for the interest shown by the people of the district to resolve their disputes through Lok Adalat. He appealed to the people of the district to come forward to take the advantage of Lok Adalat scheduled September 24, October 29, November 27 and December 30 for expeditious disposal of their pending cases through conciliatory settlement.

The other members of the Lok Adalat, who attended the sitting were Lod Tabyo, Inspector, OC, PS, Seppa, Jagu Gyadi, Advocate and Nama Dodum, Advocate.

The Services of T Hussain, UDC (judicial) were also utilized to assist the team.

Other advocates from Seppa namely Tabo Gyadi, Atum Lamnio and Bimon Sonam also present to witness the Lok Adalat proceedings. DIPRO

 

ZPM asks for road renovation

ITANAGAR, Aug 28: Claiming that torrential rain for the past few days has caused extensive landslide in Leporiang circle, ZPM, Leporiang Nabam Tara has requested the concerned authority to make ground assessment of the damage and to repair the portion accordingly.

In a release, it said, because of the damaged road, it is problematic for the people to negotiate from one place to another.

 

Union demands action

ITANAGAR, Aug 28: Alleging that some individuals are involved in dismantling government quarters and building at Chayang Tajo, the All Pipu Chayang Tajo Gawe Purang Sawa Students Union (APCGSSU) has urged upon the East Kameng Deputy Commissioner to immediately look into the matter and arrest the miscreants involved.

In a release, it claimed that some miscreants are rampantly dismantling the Govt properties in order to occupy the land.

And despite of several reports made to the concern authorities, no concrete action has been made against it, it said.

It further appealed the local MLA to look into the infrastructural development of Chayang Tajo township as the administration has failed in its initiative in maintaining the infrastructure of town.

The township road which is more like a pond loaded with mud and silts since its excavation is yet to see any light of maintenance and completion, it further added.

 

Sadbhavana tree plantation

ITANAGAR, Aug 28: A tree plantation programme, themed “Sadbhavana Brikshropan” was today organized by the Department of Environment and Forests in the vicinity of IAS Colony Raj Bhawan Complex on the occasion of Sadbhavana Diwas.

Chief Secretary H K Paliwal, Principal Secretary  and  Principal Chief Conservator of Forests D V Nagi (IFS) and Principal Chief Conservator of Forests (WL&BD) N N Zhasa (IFS) were present on the occasion.  Host of Forests Officers and Officials including officers from the IAS Colony Rajbhawan Complex also took active participation in the plantation programme.

 

ANSU-USU assured

ITANAGAR, Aug 28: A delegation of All Nyishi Students Union Upper Subansiri Unit (ANSU-USU) along with ANSU vice president Tagru Tame called on the director of secondary education and held discussion on its pending demand, especially the posting of subject teacher for Muri Mugli Higher Secondary School and Ligu Secondary School.

The Union also held discussion on the  pathetic  condition of schools in entire Upper Subansiri district and  appealed him to look into the matter seriously.

The  ANSU-USU further said  that the director has given assurance to the Union for the posting of ST   teachers of all subjects within second week of September next.  

 

ATA Upper Subansiri unit condoles HM’s death

ITANAGAR, Aug 28: Arunachal Teachers’ Association (ATA), Upper Subansiri unit has deeply mourned the tragic death of Tania Bui, headmaster (in-charge) of Govt Middle School Bui, in a motorcycle accident near Bui village recently. The accident occurred when he was returning from school duty.

While conveying heartfelt condolence to the bereaved family, the ATA unit has prayed to almighty rest his departed soul in eternal peace and give strength to the bereaved family to cope with the tragedy.

Meanwhile, the ATA unit appealed to the authority concerned to provide a job to any of his kith and kins on compassionate ground.

Secondary School Chambang, the All Chambang Area Youth Forum has asked the school authority to take immediate action against the person. How can a public leader be appointed as a union leader?, it questioned.

14,000 unemployed youths registered for job mela

ITANAGAR, Aug 28: Overwhelmed by the tremendous response of job seekers as well as vocation training providers (VTPs), Chief Minister Nabam Tuki inspected the venue at Indira Gandhi Park here for the second time today and directed the officers concerned to have a fool-proof arrangement for the maiden event.

The CM, who was accompanied by local legislator Techi Kaso, was apprised by Chief Secretary H K Paliwal that so far 14,000 unemployed youths have registered themselves while 36 VTPs have confirmed their participation besides National Skill Development Council Director General J P Roy.

He said that though the registration process was closed for further processing, but the pressure to accept more application was mounting which could not be entertained for making the process flawless.

The VTPs include top ranking PSUs, CPSUs and reputed corporate houses including NEEPCO, NHPC, Jindal, Reliance and Athena, whose representatives have already reached the state capital while others are on their way, the CM was told.

While CM’s Adviser on Skill Development Sharada Prasad informed that those selected would be trained in batches for placement on need basis while Industries Secretary Surendra Ghonkrokta appraised about the process of interview and recruitment to be followed during the three-day event from August 30 to September 1. The CS also informed that police and security personnel would be engaged for maintaining discipline while the volunteers would be engaged to guide the job seekers.

“I’ve committed as a policy decision to generate one lakh employment during the 12th Five Year Plan (2012-15) and expect that the job mela would be a turning point to ink a history in this regard,” Tuki said and exhorted all those officers and officials involved to ensure that everything goes smoothly.

 

 

OC injured as angry mob goes

berserk at Likabali

ITANAGAR, Aug 28: Following exposure of the shocking incident of sexual assault to as many as 14 minor girls in a private school at Likabali, angry residents today pelted stones at the police station injuring its officer in-charge.

West Siang SP, SC Yadav confirmed, “many people had gheraod the police station demanding the rapist to be handed over to them. When the police opposed to the demand, they started pelting stones. The police personnel, for self defense, had to fire in the air.”

“The OC was injured in the shuffle. He was hit in the face and has been referred to State Hospital, Naharlagun for further treatment,” he said. Many vehicles were also damaged in the incident.

An indefinite strike was called in the township, blocking the Aalo-Itanagar road, by the agitating people today and the situation was brought back to normal after the West Siang DA along with the SP had a meeting with the agitating civil society and assured them of capital punishment to the rapist.

The angry mob also damaged the school building today.

Likabali had been tense since the case came to light on Monday.

Meanwhile, PPA in a release while referred to the incident as the rarest of the rare crime that has ever been committed in the state said that the perpetrator of such crime should be awarded with rarest of rare punishment also. It demanded immediate justice to the victims.

PPA said, day by day different types of crime is increasing in the State. But the Congress Government has turned its deaf ear and has remained a non-reactive government to any form of crimes and public demands. Because of the inefficiency and failure of the Government, common people are becoming victim of the ever increasing crimes.

The Government should own direct responsibility for such deteriorating law and order situation in the State and pave way for more responsive and active government for safety and security of the common masses before situation become chaos, it held.

Meanwhile, a team of AAPSU visited Likabali  and held meeting with victims’ families, general public and administration.   The Union has placed a two day’s ultimatum for bringing med experts and forensic, thorough enquiry, granting of financial assistance to the victims, helping the remaining 400 students to get admissions in other schools.

It appealed the bar council not to take up the case of the accused.

Bail should not be granted to the accused, it said.

Meanwhile,  AAPSU general secretary Biru Nasi appealed the victim's family to be strong and cooperate with the investigation.

A team of the Students Union Movement of Arunachal (SUMA), West Siang federal unit along with the women party of the area thronged the Police station Likabali to register protest against the rapes of the minor students reportedly by the warden of a private school, Likabali. They demanded exemplary punishment to the accused warden Viven Wisven and others involved in the shameful case and justice to the  victims.  

 

 

Media in catch 22 again

ITANAGAR, Aug 28: Sandwiched between two factions of All Arunachal Pradesh Public Transport Federation (AAPPTF), the members of Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Press Club (APC) after discussing the mounting pressures to or not to publish their releases met Capital DC Sanjay Goel and SP Surender Kumar here today.

Taking cognizance to the undue pressures by both the factions exerted on the media houses, both of them assured to discuss the issue with heads of both factions and convince them to refrain from such practice and allow the media persons to function without any disturbance.

Accepting the media basic that the Press is free what to publish or not, the DC asked the SP to act immediately so that there is neither any threat nor fear for them to work.

When apprised that various voluntary organizations with factional fights approach the media to decide their genuineness despite the fact that press persons are not the judges, the DC, in AAPPTF case, decided to hold a meeting with the registrar of societies along with the SP and law secretary tomorrow to review the entire issue.

The press fraternity decided to wait for tomorrow’s final outcome before taking any decision relating to AAPPTF.

However, it was decided that despite such move, if any untoward incident in the media houses or to media persons takes place, both AAPPTF factions would be held responsible.

 

 

Tourism dept. felicitates Everesters

ITANAGAR, Aug 28: Department of Tourism, GoAP felicitated all the five Everesters of the State at a function here yesterday.

Speaking on the occasion, Secretary Tourism and Planning Sonam Chombay described the Arunachalee Everesters as the natural brand ambassadors of Arunachal tourism and urged them to explore the virgin snow clad peaks of Arunachal Himalayas and present them to the outside world as tourism product. He further requested the Everesters to make the best use of their celebrity status in motivating the younger generation within and outside the state.

Congratulating the Everest conquerors, Daulat Hawildar Secretary Finance stated that they have made Arunachal and India proud. He assured to extend all possible Government assistance in furthering the development of adventure tourism and adventure sports in the state.

Director Tourism Taru Tallo recalled the quote of Sir Edmund Hillary who said ‘It is not the mountains we conquer but ourselves’.  When asked by media persons why do you climb mountains, the famed mountaineer had replied – because it is there!

All the Everesters, including Tapi Mra, Anshu Jamsenpa, Tine Mena, Nima Lama and Tame Bagang shared their experiences of the journey which started from the remote corner of Arunachal Pradesh and ended on the top of the world where they unfurled the national tri color and the Arunachal logo.

The programme was also attended by Rinchin Tashi Director Civil Aviation, Supply & Transport and Tsering Wange President AMASA.

 

 

First phase of sensitization cum training workshop ends

ITANAGAR, Aug 28: The first phase of training cum rural sensitization programme on the centrally sponsored flagship programmes covering Papum Pare, Lower Suansiri and Kurung Kumey districts concluded recently.  

The programe involving elected panchayat leaders is being initiated by Minister of Rural Development and Panchayati Raj Tanga Byaling and conducted by the department of rural development in coordination with the department of Panchayati Raj and State Institute of Rural Development in phase manner. Entire districts of the state are likely to be covered under the sensitization programme.

The programme is being attended by the Deputy Commissioner, Project Director (DRDA), all district Heads of Offices, Panchayat members, BDO and other officers/officials of the line departments.

At Yupia, the programme was inaugurated by MP Takam Sanjoy on August 17 last.  Both Sanjoy and Tanga Byaling  addressed the  training programme.

At Ziro, Parliamentary Secretary Padi Richo impressed upon the Panchayat leaders to take advantage of such programme which would be beneficial in their performance as PRI members.

Similarly, the programme at Kurung Kumey district was also attended by Lokam Tassar, Parliamentary Secretary, Deputy Commissioner and his brigade.

Taking cognizance of the importance of checking the revenue leakages of the Power Department, a similar programme was also organized at Ziro and Koloriang to which G. Doji, SE APEC V Ziro along with his subordinates joined and impressed upon the PRI members to extend their helping hand and educate the consumers to pay their electricity bill in time regularly to ensure uninterrupted power supply.

Apart from the programme at Koloriang, Minister Byaling also inaugurated the Transit Camp building constructed with BADP fund of 2011-12 at Parsi Parlo.

The speakers including Byaling called for maintaining transparency in implementation of rural development scheme. As a part of the programme,  the MGNREGA fund was released. It was also decided that the fund allotment under MGNREGA shall be made on the basis of the performance of DRDAs. The importance of MIS and its utility were also explained in details.

One of the most popular IWMP schemes being implemented in the State was also discussed in length during the sensitization programme.

While pointing out the National Food Security Ordinance which was recently launched by the Chief Minister in state, Byaling said it will ensure food for BPL Household family and all the MGNREGA job card holders will also get the benefit through the NFSO. He appealed to the elected PRI members irrespective of party affiliation to lend their helping hands. "Let us work together to eradicate the poverty and accelerate the pace of development in the state," he said.

He also appealed the MLAs of the districts to participate  in the sensitization programme and offer valuable suggestions to make the programme a grand success.

 

 

Gyan Mission Orphanage kitchen gutted

ITANAGAR, Aug 28: The kitchen building, dining hall, store room including furniture and essential kitchen items of Gyan Mission Orphanage, Itanagar were completely reduced to ashes in a devastating fire which broke out at the orphanage campus at around 8 am here today morning.

Reportedly, the unfortunate incident happened so quick that nothing could be saved and by the time fire brigade reach to the spot the fire had already engulfed the entire kitchen building. However, there was no report of any casualty in the mishap. Cause of the fire is yet not known but sources from school claimed that it might be started from the fire wood which was kept in a wooden self near the kitchen.  

On receiving the information, many like-minded people including APBOCWWB Chairman Jalley Sonam, volunteers of ‘the Green Pioneer’,  youths of Gophur Church and denizens of Forest Corporation, Chimpu immediately reached to the spot and  provided immediate relief items to orphanage. The orphanage management has expressed deep gratitude to all for their help in this crucial juncture.

Meanwhile, expressing shock over the incident, the management stated that it is very painful and sad moment for all of us as we have lost the home for our orphan children. Kitchen building, furniture, essential commodities, utensils etc worth lakhs of rupees have been burnt down, it lamented, saying however, we are happy that the almighty god saved our children.

 

 

NHPC SLP organizes free Hepatitis  ‘B’ screening and vaccination camp

ITANAGAR, Aug 28: A free Hepatitis ‘B’ screening and vaccination camp was organized by Subansiri Lower HE Project at Project Hospital, Kolaptukar, Dollungmukh circle today.

Over 450 people of all age groups from the project site and nearby areas have benefited from the medical camp. Vitamins and minerals were distributed free of costs to the patients, especially children.

The project medical team comprising Dr. LP Singh, Chief Medical Officer, Dr. Thokchom Jayshree, Senior Deputy Chief Medical Officer, Dr. Abu Taba, Asstt. Chief Medical Officer along with medical support staff and Pintu Dhar, Disease Advisor of M/s Oaisis, North Lakhimpur Branch conducted the day-long camp.

Executive Director, Subansiri Lower Hydel Project Rakesh inaugurated the camp in the presence of senior officials and members of Zila Parishad, Dollungmukh circle.

The camp was organized under NHPC’s Corporate Social Responsibility & Sustainable Development Scheme (2013-14) in association in association with M/s Oasis, Mumbai supported by Bristol Myers Squibb India Pvt. Ltd., Mumbai.

 

 

CRPF distributes sports goods, water tanks under civic action prog.

ITANAGAR, Aug 28: The 138 Battalion of CRPF provided a water tanks (Syntex) worth Rs 50,000 to poor and needy people under civic action programme (CAP) at Ziro Stadium, Lower Subansiri yesterday.

Lower Subansiri deputy commissioner Marnya Ete, Nending Chattung, SDO, Ziro, Circle Officer, DCP, Deputy SP, ZPM, DIPRO of Ziro and civilians were present on the occasion.  

The CRPG unit also distributed various sports items worth Rs. 50,000 to the school children of Govt. Middle School, Daporijo and Govt. Secondary School Sikarijo, Daporijo today in the presence of Deputy Commissioner Tahang Taggu, Deputy SP RN Hazarika, headmasters of both the schools, students and general public.

Speaking on the occasion, Deputy Commissioner Taggu has expressed gratitude to Commandant 138 Bn, CRPF for providing the sports goods to the school children to encourage them towards games and sports activities.

Ram Krishan, Commandant 138 Bn, CRPF while addressing the huge gathering expressed his willingness to organize more such programmes to bridge healthy and peace full CRPF and public relationship.

 

 

Gusar & Dumporijo block level coordination meetings held

ITANAGAR, Aug 28: Co-ordination meetings of Dumporijo CD Block functionaries and  Panchayat leaders of 9th Gusar Anchal Samity block and 10th Dumporijo Anchal Samity block    were held in two shifts at Block Development Office on August  16 under the chairmanship of concerned Anchal Samiti Chairpersons.

While morning session was presided over by Gusar Anchal Samiti chairperson Tayir Bulo, the  evening  session was presided over by  Dumporijo Anchal chairperson Higge Hali. Both of them stressed on coordination between PR leaders  and block functionaries for proper implementation of Govt schemes at block level.

In his address, Dumporijo BDO Tapor Nalo  requested the  panchayat leaders to prepare need based schemes under MG NREGA programme for the year 2014-15 through real Gram Sabha at village level and submit the  same to the  BDO for finalization of schemes. He also requested all the staffs of his Block to do hard work   so that benefit of development activities reach to the people.

Er. T. Hane, EO (RE) explained the schemes under Engineering sector and advised Panchayat leader to select durable schemes for people's benefits. T. Hali, ADO has also explained the matter related to schemes under Agriculture & allied sector and  requested the Panchayat leaders to co-operate the block staff in implementing schemes under MG-NREGA, SGSY, IWMP etc.

Yaro Nalo, ZPM, Dumporijo requested the  newly elected PRI members to co-operate with block staffs, requested house to conduct Gram Sabha meeting at village level and  put emphasis on the  MG-NREGA schemes. She also stressed on physical achievements of  Union Govt’s sponsored programme udner the Dumpoijo CD block.

She further called upon the  higher authorities of state Govt to increase  the number of CGI sheet so that the beneficiaries could able to construct their dwelling houses.  The CGI sheet being distributed are not adequate for construction of even a simple dwelling house, she said.

Inclusive education

Two new studies on School Management and Teacher Cadre Management, released by Save the Children, have revealed interesting insights into how schools can be made better and how the quality of teachers needs to be treated as a serious issue.

The study on School Management for Quality Inclusive Education reveals that although there is some improvement towards making schools more inclusive, there is no substantive evidence of linkages between different levels/layers of decentralization and how it facilitates quality inclusive education.

However, the study has highlighted that even where the overall education mechanism does not provide for true decentralization, a motivated and highly committed head of the school can and does make a big difference. A combination of a good head teacher and a team of good teachers is the ultimate formula of a well-managed, sensitive and engaged school.

The study has highlighted that while school level committees have been created in almost all the states they are involved mainly in supervision of civil works, mid-day meals, monitoring enrolment and attendance of children, mobilizing resources for school supplies According to the study, committees in a few states also monitor the attendance and regularity of teachers but they are not involved in academic monitoring or providing academic support to schools.

The study recommends that special incentives need to be provided to teachers attached to 'hard to staff schools', based on location and local situation e.g. conflict areas. Furthermore, 'learning communities' must be established within schools, so that teachers are motivated to continue to grow and learn along with their students. Benchmarking standards for continuous professional development through in-service training is another area that needs attention, according to the study.

Civic sense can bring changes

Dear Editor,

Through the column of your esteemed daily, I would like to highlight the unclean condition of the twin capital, as it is an urgent societal need of dwellers in the city. The beauty of our Capital is being ruined by uncollected garbage’s and littering of wastes all over the capital areas. The condition of poor drainage system in the city has upsurge huge overflow of polluted water and stagnant water of drains creates foul smell to the passer-by. This situation in the capital complex threatens the environment especially polluting the air, water, land as well as public health. Moreover it is unpleasant to see our beautiful capital being wrapped under huge piles of unclean wastes.

Therefore, I humbly request the concern department to take initiative and to collect garbage’s day wise, as it is being observed that the department fails to do especially in the colonies. Moreover the lack of garbage dustbins in the city has created hazards for the public to dispose their wastes.

I would also like to appeal all the capital dwellers to maintain cleanliness and co-operate with the government in maintaining cleanliness in the state’s surroundings, as it is our foremost duty being native of our beautiful land.

Let us keep our Arunachal green, hygienic and beautiful state, as there is a saying “Cleanliness is next to Godliness”.

Parents must maintain vigil

Dear Editor,

The molestation and rape of 14 minor girls at Likabali Green Valley School is shocking and condemnable in the strongest term. It is one of the rarest of the rare crime committed in the history of mankind and needs capital punishment preferably stone to death.

With great faith parents send their children in the hand of such man in the guise of living demons. The sentences quoted in IPc are not enough to punish these demons. They are to be handed over to the public for exemplary punishment.

I feel it may not be isolated incident. The girl’s boarding schools should be made access to Ngos/ human right organizations or any woman organizations, medical psychologist for time to time interaction with the girls. The parents are also to remain vigil and they should be able to read the swinging moods of their own child and take precautionary measures. Sex education to be given by the parent’s preferably by the mother to the daughter.

I am sorry for the traumatized children and praying almighty god to bless them.

Silence encourages rapists

Dear Editor,

In recent past rape or molestation against minor children are being reported or witness by our Arunachalee tribal society. It is hard to determine the root cause of this crime in our present society. Many Arunachalee believe that this crime is infected from other part of country. Some people blame that due rapid changes of social and influence of western culture is the root cause.

The subject of child abuse or molestation is still a taboo in our society for discussion. Part of course lies in the traditional conservative family and community structure that does not talk about the sex and sexualities at all. Parents, elders and teacher do not speak to children about the sexualities as well as physical and emotional changes that take during their growing years. As a result of this all form of sexual abuse that a child face does not get reported to anyone. This silence encourages the abuser and he gets embolden to continue the abuse and press this advantage. This is a high time for us to include Sex education in our family and education system

Non functional BSNL tower

Dear Editor,

Through your esteemed daily I would like to share my view particularly the BSNL network problem in Taliha-Payeng Circle of Upper Subansiri District. In our circle there is BSNL tower which has been set up year ago, but condition of the tower is so bad, that mobile phones are of no use. It is just like “Life is there but no Brain”. As a citizen of Taliha-Payeng Circle I know the problem very well. Everyone expected that things will change in our area once the tower was erected but our authority never brings a pie of smile to our people. They make us depressing by presenting a tower with no network.

So it my humble request to concern authority please, please look into matter seriously and find out some solution for good running of tower as early as possible. Otherwise it is better to dismantle the tower which is of no use.
